Proposed Rezoning at 35 3rd Avenue – Motorcycle Workshop
Dear Residents,
The Melville Residents’ Association Land Use Committee has received formal notice from the City of Johannesburg Development Planning Department regarding an application for Consent Use on:
ERF 316, Melville
35 Third Avenue
The application seeks permission to operate a motorcycle repair workshop on a property currently zoned Residential 1.
This application has been circulated by the City for comment (Ref: Ward 87 notice dated 5 February 2026 ).
What Is Being Proposed?
The applicant is requesting consent to use the garage component of the property as a motorcycle repair workshop.
Under the City of Johannesburg Land Use Scheme, the primary land use right for Residential 1 is a Dwelling House. Workshop-type activities typically fall within commercial or industrial land use zones and are not listed as a standard secondary consent use under Residential 1.
Matters Residents May Wish to Consider
Residents may wish to consider the following when deciding whether to object:
Parking & Road Safety:
A residential stand may not provide sufficient off-street parking for customer vehicles, potentially creating congestion and safety hazards.
Noise Impact:
Motorcycle repairs, engine revving, testing and mechanical work may negatively affect neighbouring residential properties.
Pollution & Environmental Concerns:
Oils, fuels and mechanical waste may pose environmental and health risks to nearby residents, children and wildlife.
Existing Conduct Concerns:
Residents have raised concerns about aggressive or unruly behaviour associated with current operations on the property.
Scope of Application:
The application refers only to the garage use as a workshop. Residents may wish to consider whether other activities on the property are being addressed in this application.
